Abstract

This study examines how the Local Government Unit (LGU) of Bukidnon’s Feedback Management System influences training design and office efficiency by using employee and community input as a foundation for leadership development and operational improvement. Rather than relying on assumptions, the research integrates quantitative data and qualitative insights to ensure that findings reflect actual system use and lived experiences. Results reveal a clear relationship between feedback processes and the creation of more effective learning environments. Respondents strongly agreed (mean = 3.45) that the LGU Bukidnon Feedback Management System contributes to a positive learning climate, highlighting the importance of open communication, timely responses, and the integration of public perspectives in decision-making. The findings further emphasize that enhanced communication and transparency are essential elements in fostering trust and cooperation within the organization. Openness, honesty, and the clear exchange of information contribute to stronger relationships between leaders, employees, and stakeholders. When communication is transparent, individuals are better informed about organizational goals, decisions, and responsibilities, thereby reducing confusion and misunderstandings. This also encourages accountability, as members are more likely to perform their roles effectively when expectations are clearly communicated. Trust is strengthened when leaders consistently practice honesty and share relevant information, creating a more collaborative and productive working environment. However, respondents disagreed (mean = 1.80) that the system significantly improves employee work performance, indicating limitations in translating feedback into measurable productivity gains. This gap suggests challenges such as limited budget allocation for training needs assessment, insufficient mechanisms for identifying skill gaps, and weak institutional support for employee development. The findings underscore the importance of addressing these constraints to maximize the benefits of feedback systems fully. By systematically collecting and utilizing stakeholder input, the LGU Bukidnon demonstrates how structured feedback mechanisms can inform policy, strengthen accountability, and guide evidence-based decision-making. Ultimately, the study highlights that effective feedback management not only enhances organizational efficiency but also fosters a culture of continuous improvement, ensuring that training programs are responsive, data-driven, and aligned with both employee needs and public service goals.
