Abstract

This study assessed the workload management practices among personnel of the Department of Public Works and Highways (DPWH) Cebu's 6th District Engineering Office to identify strengths, challenges, and areas for strategic improvement. Specifically, it examined workload management practices in terms of task distribution and assignment, time management and scheduling, resource allocation, monitoring and evaluation, and work prioritization. It also identified common workload-related challenges and developed a strategic improvement plan to enhance organizational efficiency and employee well-being. A descriptive quantitative research design using a cross-sectional survey approach was employed. Data were collected from seventy (70) personnel through a structured questionnaire and analyzed using frequency distribution, percentage, weighted mean, and thematic analysis. Findings revealed that workload management practices were generally implemented at a high level in the areas of task distribution and assignment, time management and scheduling, monitoring and evaluation, and work prioritization. However, resource allocation received a moderate rating, indicating concerns regarding manpower availability, sufficiency of tools and equipment, training opportunities, and operational support. The most commonly reported challenges included insufficient manpower, tight project deadlines, administrative burden, multiple reporting requirements, and role overlap or multitasking. The study concludes that although workload management practices are generally effective, improvements in resource allocation, workforce planning, workload balancing, and scheduling coordination are necessary to enhance further employee well-being, operational efficiency, and service delivery. It is recommended that the office strengthen manpower planning, improve resource support systems, streamline reporting processes, and implement strategic workload management interventions.
