Abstract
Educational leadership requires leaders to navigate complex decisions by integrating legal compliance with ethical responsibility. Although previous studies have examined legal compliance and ethical leadership separately, limited research has explored how educational leaders integrate these dimensions in everyday leadership practice within the Philippine educational context. This study explored how educational leaders integrate law-based compliance and values-driven conscience in their leadership practices, particularly in balancing legal requirements and ethical considerations during decision-making. A qualitative phenomenological research design was employed involving ten educational leaders from the basic and higher education sectors who were selected through purposive sampling. Data were collected through semi-structured interviews and analyzed using thematic analysis. The findings revealed that participants viewed law-based compliance as the foundation of accountability, transparency, and institutional integrity, while values-driven conscience guided fairness, compassion, integrity, and ethical responsibility in leadership. Five themes emerged from the analysis: (1) law-based compliance, (2) values-driven conscience, (3) navigating ethical dilemmas between policy and compassion, (4) strategies for integrating law and values in decision-making, and (5) transition from compliance to conscience through experience and reflection. Participants described leadership as a reflective process in which institutional policies are interpreted alongside ethical judgment to address complex situations involving students, teachers, and other stakeholders. They emphasized consultation, policy review, stakeholder engagement, and reflective practice as key strategies for making decisions that are both legally compliant and ethically responsive. The study concludes that law-based compliance and values-driven conscience are complementary dimensions of educational leadership rather than competing approaches. By demonstrating how educational leaders integrate legal accountability with ethical reasoning in practice, the findings contribute to a deeper understanding of educational leadership and provide practical implications for leadership development programs that seek to strengthen both policy competence and ethical decision-making in educational institutions.
