Training Area Adequacy, Competency-Based Instructional Delivery, and Effectiveness of TVET Qualifications in Collegio De Loboc

Abstract

This study examined the training area adequacy, competency-based instructional delivery, and effectiveness of technical-vocational education and training (TVET) qualifications at Collegio de Loboc. Specifically, it assessed the adequacy of training areas across nine competency-based training areas, namely the contextual learning area, institutional assessment area, practical work area, learning resource area, quality control area, trainers' resource area, distance learning area, computer laboratory, and support service area, as well as the extent of competency-based instructional delivery in Bread and Pastry, Bartending, and Food and Beverage Services, and the effectiveness of the qualifications in terms of competency certification outcomes, perceived graduate competence, and workplace readiness and employability. A descriptive-correlational research design was employed, involving 116 graduates from batches 2021 to 2025 selected through purposive sampling. Data were gathered using a researcher-developed questionnaire and analyzed using descriptive statistics and Spearman rank-order correlation. Findings revealed that the training areas were very adequate, instructional delivery was fully implemented, and overall qualification effectiveness was highly effective across all indicators. A significant positive relationship was found between training area adequacy and program effectiveness, suggesting that sufficient facilities, tools, and support systems are associated with improved outcomes. The relationship between instructional delivery and effectiveness varied across qualifications, showing a statistically significant association in Bartending but not in Bread and Pastry or Food and Beverage Services. The results also highlighted a gap in digital and computer-related competencies relative to technical skills. Overall, the findings indicate that Collegio de Loboc demonstrates strong program implementation and outcomes, while continuous improvement in digital resources, instructional strategies, and industry collaboration is recommended to sustain quality and enhance graduate competitiveness.
