Teaching Allowance and Overtime Compensation as Predictors of Teacher Motivation and Financial Well-Being in the North District of Toledo City

Abstract

This study investigated the relationship between the perceived adequacy of the teaching allowance and satisfaction with the implementation of overtime (OT) services among educators in the North District of Toledo City. Utilizing a descriptive-correlational research design, data were gathered from a predominantly female workforce (85.2%) earning a net take-home pay of ₱30,000 or less. Results revealed that teachers maintain a "Neutral" perception of both allowance adequacy (x̄ = 3.16) and OT service implementation, citing administrative bottlenecks and a lack of procedural transparency as primary concerns. Spearman Rank-Order Correlation analysis indicated a statistically significant positive relationship (p < .05) between allowance adequacy and OT satisfaction, suggesting that sufficient basic financial support serves as a psychological foundation for how teachers perceive administrative systems. While allowance adequacy was felt uniformly across demographics, satisfaction with OT services varied significantly based on professional rank, gender, and years of service. The study concludes that the primary barriers to teacher motivation are excessive administrative burdens—often described as a "second job"—and the chronic financial anxiety caused by out-of-pocket expenses. To address these findings, the study proposed the Strategic Teacher Financial Welfare and Retention Program. This output focuses on six strategic goals: economic stabilization through financial literacy, market-responsive allowance adjustments, bureaucratic streamlining to reduce document rejection by 50%, digital transformation of claim tracking, procedural equity across ranks, and the establishment of a predictable disbursement calendar. These interventions aim to shift from a fragmented compensation model to a holistic welfare ecosystem that fosters a stable and instructionally focused teaching workforce.
