Teachers’ Point of Views on the Implementation of DO No.5, S.2024: Basis for Policy Review (Rationalization of Teachers’ Workload in Public Schools and Payment of Teaching Overload)

Abstract

The study aimed to determine teachers’ point of views on the implementation of DepEd Order No.5, s.2024. (Rationalization of Teachers’ Workload in Public Schools and Payment of Teaching Overload) The quantitative descriptive research method was used with the statistical tools of percentage, frequency, weighted mean, and chi-square in the statistical treatment of data. To obtain reliable data, the researcher asked the Pamplona Elementary teachers’ respondents to fill the questionnaire. Based on the data gathered, most of the teachers are at the age bracket 30-39 years, female, with units in Master of Education, majority are Teacher 3 and in service in DepEd of 6 -10 years. Educators perceive the execution of DepEd Order No. 5, s. 2024, as helpful in minimizing administrative duties, enabling greater emphasis on teaching and promoting teamwork. They highlight that remediation ought to be included in their teaching responsibilities and suggest a system for monitoring services beyond the daily six-hour limit. To provide support, they propose that eight extra service hours equal 1.25 Vacation Service Credits (VSC) and ask for sufficient resources for training and education. Nonetheless, they raise worries about rising workloads impacting their mental well-being, advocating for effective scheduling and stress management. Finally, they support the transformation of accumulated VSC into Sick Leave-Vacation Leave (SL-VL) credits for cashing out or future utilization. Mental health is also their concern as part of the demands of their work. It is recommended that remediation and/or enhancement classes shall likewise, be treated as a teaching load. DepEd Order No.5. S.2024 will allow the teachers more time to focus on teaching and less time on administrative tasks. School Heads are responsible for tracking teachers' extended work hours, fostering collaboration and productivity. In cases of insufficient funds, overload hours will be converted into earned Vacation Service Credits (VSC), which can offset absences or be monetized when funds allow. Sufficient time and resources will be allocated for professional development, guaranteeing ongoing progress. Nonetheless, although the policy emphasizes teachers well-being, the greater workload could result in elevated stress levels, affecting overall health and job satisfaction. Finally, DepEd Order No. 5, S. 2024 must be implemented since teachers demand the necessary needs for thier welfare and well-being.
