Abstract

Education is widely recognized as a fundamental human right and a key driver of sustainable development, social inclusion, and economic progress. Despite continuous efforts to improve educational access, many learners remain unable to complete formal schooling because of poverty, geographic isolation, family responsibilities, and other socio-economic challenges. This study aims to explore the role of Local Government Unit (LGU) partnerships in sustaining the implementation and operations of the Alternative Learning System (ALS) in Macalelon, Quezon. This study will employ a qualitative research approach, specifically a case study research design, to explore the role of Local Government Unit (LGU) partnerships in sustaining the implementation and operations of the Alternative Learning System (ALS) in Macalelon, Quezon. Qualitative research is appropriate for this study because it seeks to understand and interpret participants' experiences, perspectives, and meanings regarding a particular phenomenon within its natural setting. This study explored the role of Local Government Unit (LGU) partnerships in sustaining the implementation and operations of the Alternative Learning System (ALS) in Macalelon, Quezon. The study concludes that the establishment and maintenance of LGU–ALS partnerships are founded on a shared commitment to promoting inclusive education and expanding access to learning opportunities for out-of-school youth and adult learners. Sustainable partnerships are achieved through clearly defined stakeholder roles, continuous communication, supportive institutional mechanisms, and mutual trust among education and local government stakeholders. These collaborative relationships demonstrate that effective partnership governance serves as the foundation for sustaining community-based educational programs. Based on the findings and conclusions of this study, the following recommendations are proposed to strengthen further the partnership between the Local Government Unit (LGU) and the Alternative Learning System (ALS) and ensure the sustained implementation of ALS programs in Macalelon, Quezon.
