Abstract

Sustainable tourism employment played an important role in shaping livelihood opportunities, workforce participation, and community sustainability within coastal communities. This qualitative descriptive study examined sustainable tourism employment in selected coastal communities in Cebu City, focusing on local employment opportunities, skills development initiatives, and decent work conditions. The study involved ten (10) residents who were directly engaged in tourism-related livelihood activities within selected coastal communities. Using purposive sampling, data were gathered through semi-structured interviews and field observations. The collected data were analyzed using thematic analysis following Braun and Clarke (2006). The findings generated three major themes: (1) Local Opportunities for Residents in Coastal Communities; (2) Skills Development of Residents to Enhance Local Employability; and (3) Promotion of Decent and Equitable Work Conditions for Local Workers. The study found that proximity to tourism created livelihood opportunities through vending, transport services, food tourism, and small-scale enterprises. However, limited educational attainment, unstable and seasonal employment conditions, limited access to training opportunities, and inconsistent institutional support constrained equitable participation in tourism-related work. The findings further showed that government-led skills development initiatives, environmental management, and community participation strengthened workforce readiness and sustainable tourism engagement among residents. Based on these findings, the study developed the Coastal Workforce Development for Sustainable Tourism Framework, which illustrated the interconnected role of tourism opportunities, workforce capability, environmental stewardship, institutional support, and community participation in supporting sustainable tourism employment within Cebu City’s coastal communities.
