Organizational Capability of the Private Construction Firms Based in the Province of Marinduque: Its Effect to the Quality of Government Project Delivery

Abstract

This study examines the organizational capabilities and challenges encountered by private construction firms in Marinduque province and their impact on the quality of government project delivery. A descriptive-narrative survey research design was employed, targeting 20 private construction firms operating in Marinduque, with a total of 800 workers. Data were collected using a self-constructed questionnaire, which was distributed to the respondents. The findings revealed that the organizational capability of construction firms was Extensive in terms of learning, change and agility, innovation, and collaboration and engagement. The quality of government project delivery was rated Very Good in efficiency, time allotment, budgetary requirements, and processing. Respondents experienced Challenging conditions related to compliance with changing regulations, communication issues, supply chains, and equipment maintenance. Results showed no significant effect of organizational capability on project delivery except in collaboration and engagement, where a significant relationship was observed. A significant difference was also found in the challenges encountered by respondents. Based on these findings, the study proposed the creation of a Supervision, Monitoring, and Inspection Committee for Infrastructure Projects to ensure compliance with construction standards, enhance transparency, and promote public safety. This policy intervention aims to address issues of substandard materials, improve accountability among contractors, and strengthen the overall quality and efficiency of government project delivery.
