Abstract
This study examined the needs and challenges of Administrative Officers II (AO IIs) in performing their newly assigned school-based functions in the Division of South Cotabato, following the implementation of DepEd Order No. 002, s. 2024. An embedded mixed-methods research design was employed, combining quantitative and qualitative approaches to provide a comprehensive understanding of AO IIs’ preparedness and professional experiences. Quantitative data were collected through structured surveys assessing perceived needs and challenges in key functional areas, including Personnel Administration, Property Custodianship, Financial Management, Records Management, and Program Management. Results revealed high levels of perceived needs and challenges, particularly in Personnel Administration, where training in compensation and benefits, performance management, and data handling was insufficient. Property Custodianship and Financial Management emerged as the most demanding domains due to asset accountability issues, workload pressures, and multitasking across diverse administrative responsibilities. The qualitative component, embedded within the quantitative phase, involved structured interviews exploring the lived experiences of selected AO IIs. Findings highlighted an implementation-reality gap characterized by role overload, limited resources, and inadequate infrastructure, emphasizing the need for targeted capacity-building programs, mentoring, and strengthened institutional support. Overall, the study underscores the importance of policy reinforcement, professional development, and organizational mechanisms to enhance the effectiveness, readiness, and competence of AO IIs in managing expanded school-based administrative roles.
