Abstract
This study explored the services rendered and challenges encountered by librarians and library in-charges in selected schools of Midsayap, North Cotabato, during the COVID-19 pandemic. Quantitative findings revealed that the majority of respondents (10 or 56%) were library in-charges, either designated teachers or staff assigned to manage the school library. In comparison, only 8 respondents (44%) were professional librarians, out of a total of 18 respondents (100%). This suggests a dominance of library in-charges in the management of school libraries, often due to a lack of licensed librarians in some institutions. The most commonly rendered library services during the pandemic were orientation programs and printing services, reported by 13 respondents (72%). Services such as storytelling, online trivia posted on library webpages, reference book lending, logbook use, and access to new materials were among the least frequently offered. Through thematic analysis of interviews, several key challenges were identified: poor internet connectivity, limited ICT skills, restricted access to library materials, and the lack of updated resources and equipment. These issues significantly hindered the delivery of effective library services, with some respondents citing slow internet, minimal training in digital tools, and the absence of online systems or updated collections as major obstacles. Despite these challenges, both librarians and in-charges demonstrated adaptability and commitment by employing creative strategies to continue supporting students and faculty. Based on the findings, the researchers recommend: (1) the procurement of updated equipment and resources to enhance library services; (2) further research on effective service delivery strategies for librarians and library in-charges; and (3) the implementation of seminars and workshops focused on ICT skills development by school administrations.
