Abstract
The study focused on the development of an intervention program for enhancing the speaking skills of Grade 11 students. The research and development design and the mixed-method explanatory sequential design were employed in the study. Using purposive sampling, forty-six (46) respondents who obtained a grade of 80 and below in Filipino were identified. From this group, ten (10) students were subjected to interviews regarding their experiences related to speaking skills. Weighted mean and thematic analysis were used in analyzing the data. The results revealed that the students exhibited a low level of speaking skills in terms of fluency, pronunciation and stress, grammar, and content, while they demonstrated a slightly higher level in vocabulary. The findings also showed that the students lacked confidence in speaking due to shyness, low language proficiency, lack of preparedness, and insufficient knowledge of the topic. The developed intervention program obtained a very high level of validation in terms of content, usability, and relevance as evaluated by experts in the field. Thus, it is recommended that the school utilize the program as a tool for developing the speaking skills of students.
