Program Implementation of Disaster Risk Reduction and Management (DRRM) And Teachers’ Capabilities Among Public Elementary Schools

Abstract

The main objective of the study was to describe the school program implementation of Disaster Risk Reduction and Management (DRRM) in terms of disaster prevention and mitigation, preparedness, disaster response and recovery and rehabilitation; find out the teachers’ capabilities in terms of human resources, material facilities, knowledge, innovation and education, policies, plans and procedures and capacities and mechanisms and correlate the significant relationship between the program implementation of Disaster Risk Reduction and Management and teachers’ capabilities. The study's respondents are the 129 elementary teachers in Don Carlos I District, Division of Bukidnon, for the school year 2024-2025. Random sampling was employed to determine the teachers from the different Don Carlos I District schools. The first instrument of the study on the program implementation of Disaster Risk Reduction and Management (DRRM) was adapted from the National Disaster Risk Reduction and Management (NDRRM) Plan and the Hyogo Framework of Action of Wanner (2021). The second instrument of the study on the teachers’ capabilities was adapted from Comighud, S. M. (2018) in her research “Implementation of the Public Schools’ Disaster Risk Reduction Management Program and Level of Capabilities to Respond”. Descriptive analysis measures the level of school program implementation of Disaster Risk Reduction and Management (DRRM) in terms of disaster prevention and mitigation, preparedness, disaster response and recovery, and rehabilitation, which is, to a great extent, at the level of reactions of the teachers. It is significant to note the level of teachers’ capabilities that includes the human resources, material facilities, knowledge, innovation, education, policies, plans, procedures, capacities, and mechanisms, which is in agreement, that is, to a great extent, with the level of responses of the teachers. Correlation results indicated a significant relationship between the program implementation of Disaster Risk Reduction and Management and teachers’ capabilities. The variables include disaster prevention and mitigation, preparedness, disaster response, recovery, and rehabilitation.
