Examining the Impact of PAGCOR on the Metro Manila: A Study of Regulation, Revenue, and Social Responsibility

Abstract

Now, casinos and gaming establish themselves as critical industries in the global economy, creating economic benefits but more complex social issues. Because of this liberalization of gambling rules, public discussion essentially tends to focus on the effect of this industry on society: namely, what it has to say about a community's local economy, public health, and general well-being. Generally, this study aimed to examine the impact of the Philippine Amusement and Gaming Corporation (PAGCOR) on Metro Manila in terms of regulation, revenue generation, and social responsibility. It sought to analyze how PAGCOR's dual role as both operator and regulator affects local communities and the effectiveness of its social responsibility programs. The study employs a descriptive-quantitative research design to provide a precise, numerical analysis of the impact of PAGCOR on Metro Manila, specifically focusing on regulation, revenue, and social responsibility. PAGCOR is viewed as an effective regulatory body that upholds industry standards, fosters public trust, and curbs illegal gambling. It significantly contributes to government revenue and public services, though its direct community impact and business partnerships could be strengthened. While its social responsibility efforts are recognized, they are seen as moderately effective and would benefit from expansion. Concerns about increased gambling accessibility highlight the need to balance economic benefits with social responsibility. Lastly, PAGCOR's responsible gambling programs are noted but require improved outreach and stronger partnerships to mitigate gambling-related harm in Metro Manila better. The recommendations call for enhanced transparency, expanded community partnerships, increased support for social programs, stronger responsible gambling initiatives, and stricter oversight to ensure PAGCOR's operations balance economic contributions with social responsibility.
