Abstract
Leadership transitions in government agencies extend beyond administrative processes, shaping organizational stability, leadership practice, and program continuity. In the Department of Environment and Natural Resources (DENR), discretionary reshuffling and non-periodic transfers initiated by higher authorities often disrupt established leadership roles, professional security, and working relationships. This study explored the lived experiences of Community Environment and Natural Resources (CENR) officers in DENR Region XII, Philippines, regarding discretionary reshuffling practices. Guided by transcendental phenomenology, data were gathered through semi-structured interviews and then analyzed thematically. Findings revealed ten themes describing lived experiences: team dynamics and relationships, challenges and uncertainty, leadership and organizational commitment, career transition, emotional impact, adaptation, and service delivery. Four themes characterized their views: adaptive and reflective outlook, evolving professional competence, relational commitment to service, and transformational leadership. The study highlights discretionary reshuffling as both a source of disruption and a catalyst for adaptive, transformational leadership. It recommends institutionalizing structured transition and support mechanisms for officers.
