Abstract
Higher education institutions face mounting challenges in managing human resource processes efficiently. To address this need, researchers developed RESURGO, a web-based Human Resource Management System (HRMS) for Our Lady of the Sacred Heart College of Guimba. This innovative system automates key HR functions including recruitment, attendance tracking, employee management, and payroll processing. Following a descriptive-developmental research design and Scrum methodology, the system was developed through iterative phases from planning to maintenance. Evaluation results demonstrated RESURGO's strong performance, with IT professionals rating it excellent (overall mean = 4.28/5) across ISO 25010 quality standards, particularly in performance efficiency (4.43) and usability (4.37). Employee evaluations were even more positive (overall mean = 4.49/5), with highest scores for system usage (4.56), behavioral intention to use (4.53), and perceived usefulness (4.48). The system significantly reduced manual workloads while improving operational accuracy, with users praising its intuitive design and time-saving benefits. While the results confirm RESURGO's effectiveness in transforming HR management, the study identified opportunities for further refinement to enhance features like security (4.10) and maintainability (4.25). This research demonstrates how institution-specific digital solutions can successfully modernize HR workflows in academic settings when combining technical robustness with user-centered design principles.
