ASSESSING STAKEHOLDER PERCEPTIONS ON IMPACTS, BARRIERS, AND FUTURE PROSPECTS OF THE COLLABORATIVE ONLINE INTERNATIONAL LEARNING (COIL) PROGRAM AT THE UNIVERSITY OF CAGAYAN VALLEY (UCV): BASIS FOR ACTION PLAN”

ABSTRACT

This study assessed stakeholder perceptions of the Collaborative Online International Learning (COIL) program at the University of Cagayan Valley (UCV), focusing on its impacts, barriers, and future prospects as a basis for an institutional action plan. Guided by CHED Memorandum Order No. 55, s. 2016 on internationalization, the research employed a descriptive-comparative quantitative design using a structured Likert-scale survey administered to 111 respondents, comprising students (84.7%), faculty facilitators/resource persons (11.7%), and members of the Internationalization/Technical Team (3.6%).

Findings revealed that stakeholders perceived the COIL program as highly impactful, with an overall mean of 3.40 (SD = 0.48, Strongly Agree). Intercultural and global competencies (M = 3.43) emerged as the strongest domain, followed by digital and collaborative communication skills (M = 3.39) and academic/professional growth (M = 3.38). Barriers were rated at moderate severity (overall mean = 2.68, SD = 0.72), with technological and pedagogical/language challenges (M = 2.69 each) slightly higher than logistical barriers (M = 2.66).

The results validate COIL as an effective mechanism for “Internationalization at Home,” enhancing global citizenship, digital literacy, and academic networking without requiring physical mobility. However, gaps in financial support, asynchronous coordination, and digital readiness highlight the need for targeted interventions. The study concludes with a proposed action plan emphasizing curriculum integration, faculty development, technological training, and expanded international partnerships to optimize COIL implementation and sustain UCV’s trajectory toward transnational higher education.
