The modernization of a State is an essential part of proper management of public policies to achieve it is necessary the Declaration of a set of guidelines that are concatenated to improve the new model of inclusive social and economic development, oriented to the needs that demand and requires citizenship to international, national and local context. The purpose of this article is to ask the Government of the Republic of Ecuador important guidelines for the professionalization of government employment. To flourish in this line of public address, it is essential to achieve a high professionalism of State management. The hand of the Government of Ecuador, the conclusive result can institute a momentous contribution to the Nations which are in the process of development for the economic development and whose scarce resources agree to be optimized in the professionalization of the public administration support.
