Policy Implementation Dynamics of E-Governance Platforms in Public Administration: A Structural Equation Modeling Approach

Abstract

The rapid digitization of public administration requires a granular understanding of how e-governance policy implementation dynamics shape organizational performance and service delivery. This study presents a structural equation modeling (SEM) approach to evaluate the direct and indirect relationships among policy clarity, administrative capacity, technological infrastructure readiness, stakeholder engagement, and overall e-governance implementation success. Utilizing a cross-sectional survey dataset collected from 384 public administrative officers and civil servants across municipal and regional government agencies, we tested a conceptual framework grounded in public value theory and the technology-organization-environment (TOE) framework. The partial least squares SEM (PLS-SEM) results reveal that administrative capacity (β = 0.342, p < 0.001) and technological infrastructure readiness (β = 0.289, p < 0.001) exert statistically significant positive direct effects on e-governance implementation success. Crucially, stakeholder engagement acts as a strong mediating variable between policy clarity and overall implementation outcomes (β = 0.178, p < 0.01). The structural model explains 64.3% of the variance in implementation success. These empirical insights provide municipal administrators and public policymakers with an actionable diagnostic framework, demonstrating that technological investments must be paired with human resource capacity building and participatory stakeholder mechanisms to ensure public value creation.
