Mitigating Algorithmic Bias Awareness: A Quasi-Experimental Evaluation of Public Library Digital Literacy Programs for Senior Citizens

Abstract

As algorithmic systems increasingly curate the information landscape, understanding and identifying algorithmic bias has become a critical component of digital literacy. Older adults (aged 65 and older) are particularly vulnerable to algorithmic manipulation, filter bubbles, and misinformation due to a historical focus on basic functional computer skills rather than critical digital literacy. This study presents a quasi-experimental evaluation of a novel public library digital literacy program designed specifically to enhance algorithmic bias awareness among senior citizens. Utilizing a pre-test/post-test control group design (N = 112), we assessed changes in participants' algorithmic awareness, self-efficacy in navigating curated platforms, and critical information evaluation skills. The intervention group participated in a three-week, library-led 'Algorithms and You' workshop series, while the control group received standard computer literacy training. Quantitative analysis revealed a statistically significant increase in algorithmic awareness (p < .001) and critical evaluation self-efficacy (p < .001) in the intervention group compared to the control group. Qualitative feedback highlighted that seniors felt empowered to challenge search results and adjust privacy settings. These findings demonstrate that public libraries can play a pivotal role in bridging the critical digital divide, suggesting that library-mediated information literacy frameworks must evolve to encompass algorithmic mechanisms to support marginalized demographics in the digital age.
