Abstract

This study assessed the status of science laboratories and their relationship to the academic performance of Grade 10 learners in public secondary schools in Gumaca, Division of Quezon, as a basis for a Total Quality Management (TQM) science laboratory development plan. Using a descriptive-correlational research design, data were gathered regarding laboratory availability, functionality, safety protocols, and utilization. Results indicated that while basic laboratory apparatuses are generally available, the maintenance and functional adequacy of facilities face moderate challenges. A Pearson r correlation coefficient of 0.939 was obtained, revealing a very strong and significant relationship between the status of the laboratory and the learners' academic performance. This suggests that the quality of the laboratory environment is a primary determinant of scientific mastery. Qualitative data further showed that teachers encounter significant challenges in resource management, often relying on improvisational strategies. Consequently, the study proposed the SAFE-Lab 2030 Development Plan, anchored on TQM principles and the Plan-Do-Check-Act (PDCA) cycle. This plan provides a systematic roadmap for institutionalizing standardized safety protocols, digital inventory monitoring, and sustainable facility upkeep to ensure long-term educational excellence in the district.
