Abstract

The housing backlog of the Cordillera Administrative Region (CAR) in the Philippines has relevantly increased over the years. There has been an alarming number of Informal Settler Families (ISFs) and those households living within danger zones. These are considered factors that affect the number of housing needs in the region since they do not own a permanent and safe housing structures. Significantly, the government, through its housing sector, has been implementing housing projects that cater the need for housing and resettlements. One of these projects is the Tadiangan Resettlement Project which was implemented by the National Housing Authority (NHA) in Tadiangan, Tuba, Benguet. The beneficiaries of this project were households in need for relocation or resettlement. In compliance with the directive of then Housing and Urban Development Coordinating Council (HUDCC) which is to provide immediate shelter assistance to families affected by natural calamities in 2009, the National Housing Authority (NHA) has proposed a resettlement site located in Tadiangan, Tuba, Benguet. Numerous families have accepted the offer to be relocated to the said resettlement site with a payment scheme similar to rent-to-own, having only minimal payments that beneficiaries need to settle. After more than a decade, the quality of life that beneficiaries have achieved upon acquisition of shelter from an implementing government agency is measured and assessed through their level of satisfaction and the level of implementation of the said project.
