The basic problems and ways of reforming social-humanitarian sphere in the process of decentralization of power in Ukraine. The ways and mechanisms of effective local governance and decentralization of power to create and maintain a complete living environment for citizens, providing high quality and accessible public services in the social and humanitarian sphere, satisfying the interests of citizens in all spheres of life in the territory. The necessity of formation of the legislative framework for the activities of local authorities and executive bodies in the socio-humanitarian sphere in the new territorial basis with defined powers and resources.
