This paper examines issues of improvement in a field of study “Public Administration”. Due to the development of public administration system there was a need to clarifying and scientific justification of the specialties passports in a field of study “Public Administration”. The author proposes a new approach to determining of the specialties passports based on system-oriented analysis of public administration activities. This approach involves changing the names and contents of specialties 25.00.02 – mechanisms of public administration and 25.00.03 – public service to the “society governance” and “self-ordering of public administration system”, respectively. As for specialties 25.00.01 – theory and history of public administration and 25.00.04 – local self-government, it is proposed to review them only partially by reviewing some aspects of these specialties.
