Abstract This article describes the design and validation of a specific questionnaire to know the views of managers and sports facilitators on the elements and purposes should focus quality activities of associations of municipalities in Extremadura in the area of ​ ​dynamic sports and the degree of usefulness, and difficulty beneficiaries in the development and implementation of service charters in place. The results showed an adaptation of the content and wording of questions and items as appropriate in both the average (> .81) and the value of V Aiken (> .88).
