For the development of any innovation policy must use the state favorable climate for innovation specifically regulate the functional structure of the participants of market relations. Moreover, it is necessary to create favorable conditions for the existence and development of intellectual property. Therefore, the author of this paper proposes to consider the creation of the country's system of favorable climate for innovation, process management, and the introduction of criteria for analyzing the activity of any of the government, including in Russia.
