Analisa-se o modo como o relatório do Banco Mundial de 1997 "O Estado num mundo em transformação" repõe o Estado como ator político fundamental e como nele transparecem as dificuldades propriamente políticas (independentes, portanto, da mera vontade das elites) para levar a efeito em curto prazo a reforma do Estado.
The recovery of the state as a key political actor in the World Bank 1997 Report is analysed, with particular attention to the properly political (and therefore independent of the mere will of the elites) obstacles to achieving in a short time the reform of the state.
