In work use of a program and target method in development of small business in the territory of Khanty-Mansiysk autonomous okrug - Ugra is considered. It is analyzed the main program actions offered by public authorities of the autonomous area subjects of small business. The main problems and shortcomings of the target program of development of small business of Khanty-Mansiysk autonomous okrug - Ugra come to light.
