This article is an attempt to investigate the design, formulation and implementation of the "Provincial Plan for the Integral Management of Urban Waste in Entre Ríos" in the local governments of Entre Ríos. To do this, the objectives and hypotheses to be tested are defined firstly. Secondly, the state-of- the-art in the selected topic, the bibliographic material, interviews with key informants and the documentation related to the object of study of this research are reviewed. Subsequently, the design and implementation of the policy of integral management of urban waste are described and analyzed in an attempt to verify the hypotheses stated. Finally, some conclusions are outlined.
