Levels of Implementation of Police Community Relation Programs Towards Crime Prevention and Crime Solution: Basis for a Proposed Mamamayan at Serbisyong Aktibo at Mapayapang Sambayanan (Masa- Masa) Program

Police Community Relations (PCR) programs have become an essential component of community-oriented policing by fostering collaboration between law enforcement agencies and local communities to enhance public safety. This study examined the relationship between the implementation of Police Community Relations programs and the extent of crime prevention and crime solution in the Municipality of Kalamansig, Sultan Kudarat, Philippines. A quantitative, non-experimental descriptive-correlational research design was employed involving 135 respondents, consisting of barangay officials, community stakeholders, and business owners selected through stratified proportional random sampling. Data were collected using a researcher-developed, validated questionnaire with excellent reliability (Cronbach's α = 0.91). Descriptive statistics, including weighted mean, were used to determine the levels of PCR implementation, crime prevention, and crime solution, while Pearson's product-moment correlation coefficient examined the relationships among the study variables at a 0.05 level of significance. The findings revealed that Police Community Relations programs were generally implemented at a high level, with neighborhood watch initiatives demonstrating particularly strong implementation. Crime prevention and crime solution were likewise rated at high to very high levels, reflecting positive perceptions of police visibility, responsiveness, community participation, and proactive policing strategies. Correlation analyses further demonstrated strong positive relationships between PCR implementation and crime prevention, PCR implementation and crime solution, and crime prevention and crime solution, highlighting the complementary role of collaborative policing in improving community safety outcomes. Based on these findings, the study proposes the Mamamayan at Serbisyong Aktibo at Mapayapang Sambayanan (MASA-MASA) Program as a localized intervention to strengthen police-community partnerships through enhanced trust-building, citizen engagement, intersectoral collaboration, and evidence-informed policing practices. The study contributes empirical evidence supporting the effectiveness of community-oriented policing in promoting sustainable crime prevention and improving crime resolution at the local government level.
