Abstract

This study assessed the infrastructure readiness of Surigao del Norte for information technology (IT) hub development by integrating three readiness domains—technological infrastructure, human resource capabilities, and local government and stakeholder support—into a unified provincial-level assessment addressing a key gap in regional innovation planning. A descriptive–quantitative design was employed, drawing on data from 400 purposively selected stakeholders across local government, IT professionals, academia, business, investors, and community leaders. Readiness was measured using a structured Likert-scale instrument and analyzed through descriptive statistics and Chi-square tests of independence at α = .05. Findings revealed an overall moderate level of readiness across the three domains, with aggregate means of 3.03 for technological infrastructure, 3.13 for human resource capabilities, and 3.17 for governance and stakeholder support, indicating the presence of foundational systems alongside persistent constraints in cloud and data center access, cybersecurity capacity, advanced skills depth, and ecosystem-level institutionalization. Inferential analysis showed that readiness was significantly associated with educational attainment and years of IT-sector experience, while age and gender were not significant determinants. The study contributes empirical evidence to provincial digital development by translating readiness diagnostics into actionable priorities, emphasizing targeted investments in digital connectivity, resilient power systems, cybersecurity, cloud infrastructure, advanced workforce upskilling, and institutionalized multi-stakeholder governance to enhance the viability and sustainability of IT hubs in Surigao del Norte.
