Abstract

This study aimed to assess the implementation, monitoring, and evaluation of school safety protocols in selected public elementary schools in Paombong District, Bulacan, as a basis for policy recommendations. Employing a descriptive-correlational research design, the study examined school profile variables, the extent of implementation, monitoring, and evaluation of school safety protocols, the challenges encountered by school heads, and the significant relationships between school profile and school safety practices. Data were gathered through a researcher-developed questionnaire administered to school heads and analyzed using frequency distribution, weighted mean, and Pearson’s r. The findings revealed that the implementation, monitoring, and evaluation of school safety protocols were generally practiced to a moderate extent. Likewise, the challenges encountered in these areas were interpreted as moderate challenges. Significant positive relationships were found between school size, faculty and staff population, student population, and the extent of implementation, monitoring, and evaluation of school safety protocols, while distance from the town proper showed significant negative relationships with these variables. The study further revealed that schools with larger populations and greater personnel capacity demonstrated stronger school safety management practices, whereas geographically distant schools experienced more difficulties in sustaining effective safety systems. Based on the findings, policy recommendations were proposed focusing on strengthening implementation mechanisms, improving monitoring and evaluation systems, enhancing stakeholder collaboration, increasing resource allocation, and providing continuous technical assistance to schools. The study concluded that stronger and more institutionalized school safety governance systems are necessary to ensure safe, responsive, and sustainable learning environments in schools.
