Abstract
University of Cagayan Valley's (UCV) leadership successfully transitioned from a traditional hierarchical model to an Empowerment-Based Management (EBM) system, reflecting a willingness to relinquish traditional privileges to enhance organizational agility and institutional effectiveness. Initiated in June 2019 under the presidential leadership of Dr. Esther Susan N. Perez-Mari and champion Dr. Ronnie Espergal Pasigui, the program centers on two core innovations: Distributed Leadership and the Sustainable Development Goal (SDG) Caretaker model. Under this structure, authority and accountability are decentralized, assigning each academic unit ownership over specific SDG initiatives and local challenges.
The strategy follows a structured sequence—Vision Communication, Stakeholder Consultation, and Decentralized Execution—leveraging participatory budgeting and digital platforms (Zoom, Google Meet, MS Teams) to maintain transparent, bi-directional communication. The 2025–2030 Strategic Planning process deeply integrated diverse stakeholders, including faculty, staff, students, and external partners. UCV leveraged strong interpersonal relations to partner with Local Government Units (LGUs) as co-equal contributors to regional development rather than mere advisory consultants.
Initial implementation obstacles, such as mid-level management resistance to hierarchy shift and potential diffusion of accountability, were mitigated through targeted professional development programs and transparent performance metrics. The model has yielded transformative impacts: faculty report higher job satisfaction and recognition as change agents, students gain direct participation in governance, and decision-making processes have become significantly more agile.
Fostering continuous adaptation, UCV’s short-term objectives target inclusive policy planning (2025–2026) and a formal university-wide mentorship system (2026–2027) to train future leaders. The initial phase runs through December 31, 2030. UCV’s successful debut in the 2025 WURI rankings underscores the global relevance and effectiveness of its shared governance framework, proving that empowering academic communities yields substantial returns in institutional innovation, stakeholder loyalty, and regional impact.
