CASE STUDY: Evaluating Research Productivity, Community Extension, and Global Internationalization Pipelines at the University of Cagayan Valley

Abstract

This case study represents a collaborative academic output developed by Dr. Ronnie E. Pasigui, (Professor) alongside PhD students Mary Ann Pascua-Andam, Jade M. Peralta, Jay-el Reyes, and Albert R. Palatan as part of the Strategic Planning and Management course (G48 ED302). Together, the course instructor and doctoral researchers investigate the strategic execution dynamics across three core performance domains at the University of Cagayan Valley (UCV): Research and Creative Work (KRA 2), Community Extension and Partnerships (KRA 3), and Global Internationalization, Career Pathways, and Graduate Employability (KRA 10). Leveraging baseline audit findings from the Strategic Performance Optimization and Institutional Alignment Program (SPOIAP), the collaborative team evaluates the structural alignment, implementation fidelity, and variance rates between UCV’s 5-Year Strategic Plan (2025–2030) and annual operational deliverables.

Through this joint diagnostic inquiry, the authors uncover a stark execution paradox: while basic administrative compliance and high-level agreements are achieved, operational execution suffers from significant zero-yield rates, critical program omissions, and severe lagging metrics in output-driven targets—specifically publication citations, technology commercialization, community impact assessments, cross-border academic partnerships, and graduate placement tracking.
