Abstract
While higher education institutions (HEIs) are increasingly evaluated on real-world impact and sustainability, regional universities often struggle to translate local initiatives into globally recognized innovation metrics. This qualitative case study investigates the strategic role of institutional linkages, visionary leadership, and Sustainable Development Goal (SDG) integration in the University of Cagayan Valley's (UCV) performance in the World University Rankings for Innovation (WURI). Moving beyond traditional bibliometric metrics, UCV leveraged targeted multi-sectoral partnerships to achieve international validation, securing a Worldwide Rank of 29 in Industrial Application, 7 in Environment, Social, and Governance (ESG), and 41 in University Brand and Reputation. Utilizing documentary analysis of the institutional WURI submission report alongside thematic analysis of strategic chronicles, the study explores the mechanisms through which external linkages translate into demonstrable global impact. Three core qualitative themes emerged: (1) Linkages as a Pathway for Industrial Applicability, (2) Consortia as Catalysts for Social and Governance Impact, and (3) Reputation as the Global Outcome of Stakeholder Alignment. The findings demonstrate that for regional HEIs, strategically aligned external partnerships and embedded SDG integration serve as vital drivers for innovation-focused global recognition, offering practical insights into strategic transformation for emerging institutions.
