Abstract

The poor implementation of the special education program is still a concern in education. The behavioral intention is a significant mediator of the relationship between teacher cognition and performance in implementing the special education programs. The study partially supports Ajzen's Theory of Planned Behavior through predictive design, purposive selection of 300 teachers, and mediation analysis. Further research may consider other mediators, as well as those generated from qualitative research, while simultaneously strengthening teachers' cognition and intentionally increasing behavioral intention to maximize the implementation of special education programs more effectively.
