Assessment of the Implementation of the Open High School Program and School Performance in SOCCSKSARGEN Region

Abstract

The Open High School Program (OHSP) serves as a flexible alternative to conventional secondary education. It is designed to support learners who are unable to attend regular classes due to work commitments, family responsibilities, distance from school, health concerns, and other personal circumstances. This study aimed to determine the extent of implementation of the Open High School Program (OHSP) and evaluate schools’ performance in the SOCCSKSARGEN Region. The study employed a descriptive-correlational research design and involved 196 teachers handling subjects and 312 Grade 10 students enrolled in the program during School Year 2025–2026, selected through a census sampling technique. Results showed that most schools were located in urban areas, classified as extra-large schools, recognized under SBM Level III (advanced). Most teachers handling the program hold master’s degrees. In terms of the extent of implementation, the program in the region is highly implemented, while schools demonstrated very good performance indicators in delivering the program. The Kruskal-Wallis and Wilcoxon tests revealed significant differences in the extent of implementation when grouped according to school profile, but not significant different when grouped according to teachers’ educational background. In addition, the Spearman Rank correlation results revealed no significant relationship between school performance and school profile variables. Similarly, the Pearson Product-Moment Correlation showed no significant relationship between school performance and the extent of program implementation. This implies that school profile and implementation level do not directly influence school performance outcomes. Overall, the OHSP is implemented at a high level across all components, and schools demonstrate generally positive performance outcomes. It is recommended that continuous improvement in monitoring, teaching strategies, learner engagement, and resource support be strengthened to enhance the program’s effectiveness and sustainability further.
