Abstract
A Quality Management System (QMS) provides a structured framework of processes and procedures that organizations use to ensure consistent delivery of educational services and administrative functions that meet or exceed established quality standards. This study focused on examining the QMS practices of Higher Education Institutions (HEIs) in Region XII, Philippines, through a quantitative research design. Data were collected via surveys administered to deans, faculty members, and students and analyzed using descriptive and inferential statistics. The findings revealed that both private and public HEIs demonstrated substantial and consistent implementation of QMS practices, reflecting a commendable level of adherence in most instances. Furthermore, the results indicated no significant differences in QMS practices across HEIs, regardless of institutional type or respondent groups. The study highlighted key QMS practices commonly employed by private and public HEIs, including leadership and governance support, policy development and implementation, academic support, enriched academic environments, and robust data quality management. Based on these findings, the research proposed policy recommendations to further enhance QMS practices in HEIs. These recommendations emphasize improving communication, performance monitoring and analysis, stakeholder engagement and feedback, transparency and accountability, benchmarking, competitive analysis, and fostering professional development and well-being. The study concludes that the effective implementation of QMS practices can significantly enhance educational outcomes, stakeholder satisfaction, and institutional reputation, fostering a culture of continuous improvement and accountability within the academic environment.
