In paper analyzed the tools of state regulation used in the formation of industrial clusters, including on the basis of the analysis of modern researches, the conclusion about the necessity of using instruments of state regulation in the formation of industrial clusters and justifies the classification of these instruments based on the grouping of symptom — initiated the formation of industry associations.
