Abstract
The article highlights the historical and pragmatic perspective on the culture patterns shift through language learning as an instrument of social and economic development. It outlines language learning as human and professional capital for social progress and economic growth through cultural patterns shift. It deals with the Romanian experience of language learning and education policies in the late XIX and early XX century in making culture values work for the human society and economic growth.
