Using a hermeneutic phenomenological approach, semi-structured interviews were conducted with eight purposively selected participants. Thematic analysis revealed five key themes: navigating reform challenges, strategic decision-making for school improvement, educational synergy, the importance of stakeholder involvement, and the challenges faced in implementing strategic plans.
