Abstract
This study examined the impact of digitalized workflows on the delivery of financial services in the Department of Education (DepEd), Division of Surigao City, using the Input–Process–Output (IPO) framework as its theoretical foundation. Specifically, it assessed the level of implementation, extent of utilization, and effectiveness of digitalized financial workflows and determined the relationships among these variables toward the development of an evidence-based action plan. A descriptive-correlational research design was employed involving 100 internal personnel and external stakeholders selected through purposive sampling. Data were collected using a researcher-developed questionnaire with excellent reliability (Cronbach's α = 0.94) and analyzed using frequency, weighted mean, standard deviation, and Pearson product-moment correlation. Results revealed that the implementation of digitalized workflows was generally evident, with legal and regulatory compliance receiving the highest evaluation, while budgetary and technical resources obtained comparatively lower ratings, indicating a technology readiness gap. The utilization of digital workflows demonstrated high levels of streamlining, real-time monitoring, automated validation, and internal control, contributing to more efficient financial operations. Likewise, respondents perceived digitalized workflows as effective in reducing bureaucratic red tape, improving operational transparency, and enhancing the quality of financial service delivery. Correlation analysis showed significant positive relationships among implementation, utilization, and effectiveness variables, leading to the rejection of all null hypotheses. The strongest relationship was observed between digital process utilization and organizational outcomes, emphasizing the importance of optimized workflow execution in improving service delivery. The study concludes that digital transformation substantially strengthens financial governance in DepEd but requires sustained investments in infrastructure, technological resources, workforce capability development, and continuous process optimization to ensure long-term organizational effectiveness and transparent public financial management.
