While private-sector DEI research often uses compliance, Corporate Social Responsibility, and ESG frameworks, the public sector emphasizes fairness, representation, and inclusive governance. This study addresses the limited systematic mapping of public-sector DEI scholarship by examining its intellectual foundations, thematic priorities, and emerging trends, and developing a forward-looking research agenda. A bibliometric analysis was conducted using two Scopus datasets (2000–2025) retrieved in September 2025: a general DEI dataset (1,808 records) and a public-sector DEI dataset (163 records), including only peer-reviewed journal articles and reviews in English. Descriptive statistics, co-citation, and co-word analyses were applied, using Biblioshiny and VOSviewer. The analysis revealed steady growth in general DEI scholarship, accelerating after 2020, while public-sector DEI research showed a later, more focused expansion. Co-citation networks identified structural inequality, organizational practices, representative bureaucracy, and inclusive leadership as key theoretical anchors. Co-word analyses highlighted thematic clusters emphasizing governance, policy, workplace inclusion, leadership, and equity. Public-sector DEI studies were found to be more cohesive and practically oriented.
