In the Philippines, laws like RA 11036 and RA 12080 mandate mental health programs in public schools, but implementation remains inconsistent. This descriptive study assessed the readiness and perceived challenges in establishing mental health programs in selected Public Integrated Senior High Schools in Lipa City, utilizing a survey questionnaire grounded in RA 12080. Data were gathered from 93 teachers and 115 students. Findings revealed that both teachers and students generally agreed on their school's readiness, with designated guidance personnel as a strength and resource allocation as a concern. Both groups moderately agreed on challenges, identifying limited budget and heavy academic workload as primary obstacles. A significant difference was found between teachers' and students' perceptions of readiness, but not in their perceived challenges. A significant, though weak, positive correlation indicated that higher readiness is associated with greater awareness of implementation challenges. The study concludes that while foundational preparedness and a shared understanding of challenges exist, systemic barriers persist.
