{"abstract":"Barangays, the Philippines’ smallest administrative units, struggle with outdated manual processes, inefficient record-keeping, and fragmented data, hindering governance and delaying services. This study developed Webyu, a web-based Barangay Information Management System for Barangay Yuson, to automate workflows, centralize data, and improve service delivery, aligning with Sustainable Development Goals 9 and 11. Using a quantitative descriptive-developmental methodology and the Scrum framework, the system underwent iterative phases from Planning to Deployment. Technical quality was assessed via ISO 25010 standards, and user acceptance through the Technology Acceptance Model (TAM). Data from 75 respondents (IT professionals, students, and residents) showed exceptional performance across ISO 25010 criteria (Grand Mean = 4.62), with high scores in maintainability (4.76) and security (4.65). TAM evaluations revealed strong user acceptance (Grand Mean = 4.74), driven by perceived usefulness (4.78) and ease of use (4.75).
