Descriptive and correlational research methods were used, with purposive and cluster samplings applied to public elementary schools with functional ICT tools and facilities across the four (4) congressional districts of the Division of Quezon, categorized by school size. The study revealed that the level of practice of school heads’ technological leadership was very high, and the level of frequency of teachers’ ICT integration was frequently. In terms of school sizes, no significant difference was found in the levels of practice of school heads’ technological leadership or in the levels of frequency of teachers’ ICT integration in instruction. Across congressional districts, there was a significant difference in the level of practice of school heads’ technological leadership, but not in teachers’ ICT integration frequency. A positive but weak correlation was found between the level of practice of school heads’ technological leadership and teachers’ ICT integration frequency. Based on these findings, a proposed training program entitled “Training Program for School Heads and Teachers in Leading the Technology and Teaching with Technology” was crafted to enhance school heads' leadership roles, boost teacher motivation, and uplift teachers' ICT competence.
