Under this structure, authority and accountability are decentralized, assigning each academic unit ownership over specific SDG initiatives and local challenges. The strategy follows a structured sequence—Vision Communication, Stakeholder Consultation, and Decentralized Execution—leveraging participatory budgeting and digital platforms (Zoom, Google Meet, MS Teams) to maintain transparent, bi-directional communication. The 2025–2030 Strategic Planning process deeply integrated diverse stakeholders, including faculty, staff, students, and external partners. UCV leveraged strong interpersonal relations to partner with Local Government Units (LGUs) as co-equal contributors to regional development rather than mere advisory consultants.
