{"abstract":"This study evaluated the 100-item Comprehensive Examinations for the 2024–2025 graduating batches of the Bachelor of Science in Marine Transportation (BSMT) and Bachelor of Science in Marine Engineering (BSMarE) programs at the University of Cagayan Valley. Using a convergent parallel mixed-methods approach, the research integrated quantitative psychometric metrics from Classical Test Theory (CTT) with qualitative document analysis. An archived psychometric dataset from 712 examinees (425 BSMT and 287 BSMarE students) was analyzed alongside a content audit of item structures. The analysis revealed a severe psychometric range compression, with 97% of BSMT items and 96% of BSMarE items in the \"Easy\" and \"Average\" difficulty bands, and 0% in \"Very Difficult.\" Critical item-level structural design flaws were found, such as negligible discrimination (e.g., BSMT Item 9, D = 0.10) and severe inverted discrimination (e.g., BSMT Item 30, D = -0.08). A programmatic asymmetry showed the marine engineering pathway was significantly easier (43% Easy or Very Easy) than marine transportation (65% Average). The study concludes that a pronounced curriculum-assessment alignment gap exists, with current examinations over-indexing on lower-order cognitive recall, failing to validate complex, high-order diagnostic troubleshooting required by international STCW mandates. The College of Maritime Education must transition to active quality engineering by rewriting defective items, balancing difficulty distributions, and creating a unified institutional item-banking policy to meet quality requirements.","abstract_source":"gemini_shortened","authors":["RONNIE ESPERGAL PASIGUI","CAPT.
